USWAG Kabisera Boosted DepEd NCR Leadership and Learning Resource Development

In a landmark collaboration poised to significantly elevate the professional prowess of its educational leaders and revolutionize the quality of learning materials, DepEd NCR, working hand-in-hand with the esteemed Human Resource Development Division (HRDD), the Philippine Association of Schools Superintendents (PASS), and the dedicated Learning Resource Management and Development Section (LRMDS), proudly launched the “USWAG Professional Enhancement Program and Development of Professional Learning Resource Materials – Phase 1. This pivotal initiative, which unfolded from July 15-16, 2025, was meticulously designed to empower third-level officials with cutting-edge skills, enabling them to craft truly impactful and transformative educational resources.

The USWAG program directly addressed the DepEd NCR Competency-Based Learning and Development Plans and Guidelines, which advocated for annual interventions focused on refining organizational culture and strengthening the leadership competencies of education managers. Recognizing the pivotal role of well-designed learning resources in achieving these objectives, the region partnered with key educational bodies to deliver this specialized training.

“Our goal is to empower our third-level officials with the foundational knowledge and practical skills necessary for developing effective and high-quality learning resource materials,” – Asec. Jocelyn DR Andaya. The program’s design was meticulously structured to achieve this through a multi-faceted approach.

Participants gained a comprehensive understanding of core learning resource design principles. This included delving into adult learning theories, mastering the identification of target audience needs, differentiating various material types, and outlining a structured development process from conception to completion. This foundational knowledge was critical for ensuring that resources were not only informative but also engaging and relevant to their intended users.

Beyond theoretical understanding, the program emphasized the application of practical strategies. Officials learned techniques for structuring content with clarity and conciseness, utilizing modern tools to create interactive and engaging elements, and rigorously evaluating material quality against established standards. The hands-on approach was designed to translate theoretical knowledge into tangible skills that could be immediately applied in their respective roles.

A key output of this initial phase was to be the ability for participants to structure the development of a basic learning resource outline or prototype. This was to be based on a defined learning and development need, ensuring that the skills acquired were directly applicable to real-world challenges within the educational landscape.
